In the first ever plebiscite in Turrialba, voter soundly rejected the proposed hydroelectric dam on the Pacuare River. As of 8 pm 50% of the vote from a total of 110 polling stations had been counted.

There were conflicting media reports as to the level of participation. Some activists were mobilizing caravans on Saturday night to bring people from the countryside to their polling stations, however one paper reported very little movement in the polling places they visited.
