In yet another tight race, the PUSC party was unable gain an additional seat in Cartago. The PUSC candidate led the race for the remaining seat, but the party did not reach the minimum number of votes (subquotient) needed. PUSC received 14,193 votes in the province, but needed to get 14,270 minimum. Since PAC did have 2 seats already, the PAC candidate received the seat, with just 12,965.
The indirect election system takes the total number of seats available in each province and divides it into the total number of votes cast. The resulting number is a quotient, each party that receives that number gets one seat and the remainder is carried over until all the seats are assigned. The subquotient comes into play when no party is left enough votes to make up a quotient, then the seats go to the party with the most remaining votes. However there is a restriction that the party must have at least 50% of a quotient (the subquotient), if they do not have another representative in that province. In the Cartago case PUSC needed to reach the subquotient, but did not - so the seat goes to the next leading party, who already had earned a seat
