The TSE last night gave media the results of the manual scrutiny performed yesterday on 250 polling stations.  Some observers gave Oscar Arias an additional advantage of 800 votes based on these results, so Arias would now be winning by 4000 votes.  Others claimed that it was mathematically incorrect to add the results of the hand count to the preliminary reports. 

PAC asked for the TSE to perform the hand count and not release results until it is final, while the TSE and PLN stated that the hand count should be public and figures released daily. 

On the TSE website No update was performed.

The issue here is the 712 tables not listed in the last tabulation at 3:15 monday.  274 polling stations were marked as inconsistent and 438 as not reporting.  PAC Vice Presidential candidate Epsy Campbell showed a copy of an inconsistent tabulation report on the Channel 7 news last night, which was provided by one of the PAC observers at the manual count.  On this report no votes were given to PAC.  However the breakdown of votes by party did not add up to the total votes shown on the same report.  The difference in this case will be 314 votes that are likely to go to Otton Solis. 

These votes could not be reported in the preliminary results, however they will be included in the official results when TSE officials validate the votes from each polling station.  The TSE is intending to hand count the 712 uncertain stations, and declare an unofficial (preliminary) winner.  This action is supported by PLN.

PAC would like to separate the two processes.  According to their view point, the addition of hand counted packages to the preliminary results is mathematically incorrect.  Since, during the scrutiny of ballots many results from the polling stations will be changed.  The most common is the magistrates determining from a ballot an intention to vote, while the polling station declared it a null ballot.  The polling stations tend not to count dubious votes, while the TSE tends to accept mistakes on the ballot when the voters intention can be determined. PAC argues that it is incorrect to mix firm results from stations in the hand count with preliminary results based on the polling station reports.

So PAC would like the totals from the hand count to be reported as a new count when everything is final, or failing that reported separately on a daily basis.
