ICE has enabled a hot line due to numerous complaints from consumers. The 750 authorized dealers are under contract to activate GSM cell phones, whether or not the customer purchased the phone at the dealer. Businesses and employees either refuse to activate the lines, or say that they don’t have SIM chips or the network is down.
Orlando Cascante, director of Mobile Services for ICE criticized these dealers. "We are going to investigate businesses who are not complying with the contract they signed with ICE"
