MINAE (Environmental Ministry) and SETENA (Technical Secretariat of the Environment) have frozen environmental impact studies for projects in the Las Baulas Marine Park.  Since the impact study is necessary for building permits, no new construction may take place on the beach bordering the park.

According to MINAE, the area is a fragile ecosystem that is key in protecting the leatherback turtle, a critically endangered species.
