There are convenient links to banks where you can pay online, or visit the bank in person. Also authorized agencies will put out signs and you can pay there. Do it early to avoid the rush, or pay later and take advantage of the opportunity to chat with your neighbors.

Re- Marchamo
I’m a 66yo retired US citizen who spends the winter months here in Costa Rica. Last year, I drove my car from the US to San Jose, nationalized the car, and now I got the Marchamo bill.
One told me the government gives retired persons a discount on these taxes and I would like to know if that is true. If it is, and me being ritired, I’d like to know if this would apply to me and what should I do to get this count.

I haven’t heard of any discounts. There is a Ciudano de Oro program in place at many banks, government institutions and business establishments. This allows you to skip lines, get other preferential treatment and sometimes discounts. But this doesn’t apply to taxes.
In any case, in my opinion, the taxes aren’t that high - the same with property taxes in Costa Rica. It appears that for 2008 you can check your tax amount already at the link specified above. My old Elantra will pay 50,000 colones and we have a new car (Camper Van) that is a Hyundai Grace, worth about 3 times as much in the market. It will pay about 70,000 colones.
For this amount (less than $150) I will get this coverage (translated from INS)
“1)Covers the injury and death of people injured in a traffic accident, whether or not the driver is at fault, with the exception that if the event is classified as job-related, then this insurance is not valid. 2) Covers accidents determined to have civil responsibility, when there is a validated court decision handed down by courts that have jurisdiction.”
For injury or death the coverage is about $6000 per person who is injured or who dies.
